On 12 March 2015, the National Steering Committee on Public Service Reforms approved a National Strategy on Public Service Reforms (NSPSR) for presentation to the Federal Executive Council in April.
The Director General of the Bureau of Public Service Reforms (BPSR) Dr. Joe Abah, said ‘This is big news and very exciting. The National Strategy provides a common vision and a long-term agenda to guide the transformation of the federal public service. The NSPSR is comprehensive, long term, and is aligned with Nigeria’s Vision 20:2020 with the goal of positioning the country in the 20 leading economies in the world by 2020'
The NSPSR is primarily a coordinating mechanism. Many reforms already take place across the public service, but not all of them are communicated. The NSPSR brings all the separate strands of public service reform together, to make better linkages and ensuring these are communicated, and it introduces more effective monitoring, reporting, and evaluation of reforms.
'The vision of the the NSPSR is to build a world-class public service delivering government policies effectively and implementing programmes with professionalism, integrity, excellence, and passion to secure sustainable national development. The approval of the NSPSR is a cornerstone event on the journey to enacting this vision. ’ said Abah.

The NSPSR was developed by the Nigerian Bureau of Public Service Reform (BPSR) with support from the UK Department for International Development (DFID).
EUROPEAN UNION TRAINS CIVIL SERVANTS ON RECORDS MANAGEMENT
The Director-General, Bureau of Public Service Reforms (BPSR), Dr. Joe Abah has called on Record Officers in the Federal Civil Service to take advantage of the workshop organised by the Office of the Head of Service of the Federation (OHOCSF) in conjunction with Department for International Development (DFID) to prepare themselves for the New Records Management Policy.
He made this known while delivering his welcome address in Abuja recently.
Dr. Abah observed that the Stakeholders’ Workshop was borne out of the fact that in 2008, the Federal Government identified the need to develop a National Strategy on Public Service Reforms (NSPSR) but unfortunately many of the on-going reforms across the public service were unknown outside the lead MDAs.
Dr. Abah, also noted that there was no central monitoring or evaluation of reforms to ensure that reform efforts were not at cross purposes with each other, adding that there were also no opportunities to learn and replicate lessons from reform activities.
Furthermore, he said that it was in this context that the Stakeholders’ Workshop on Record Management is organised to improve information sharing, facilitate quick and easy access to the right information at the right time and to improve the reliability and security of records.
Dr. Abah who was represented by the Director, Reform Coordination, Mr. Yamusa Bin also thanked the European Union delegation to Nigeria for their continued and steadfast support to the public service reform programmes in Nigeria, urging them to sustain and enhance the support.
Declaring the workshop open, the Permanent Secretary, Career Management Office, OHOCSF, Amb. Bulus Lolo noted that accurate record management is the life-blood of any organization and enjoined participants to maximize the opportunity so that they can use what they have learnt to improve service delivery
Amb. Lolo who was represented by the Director, Employee Relations and Welfare Department, OHOCSF, Mr. Hafiz Alayaki also commended the European Union for the timely intervention in this regard.
Also speaking, the leader of the Resource Persons, Mr. Bayo Oladejo said the whole essence of the workshop is to reduce the time spent searching for the right information thereby improving service delivery.
About 50 Civil Servants drawn from different Ministries, Department and Agencies (MDAs) took part in the training.

CIVIL SERVANTS TO UNDERGO COMPULSERY PERFORMANCE ENHANCEMENT TRAINING
The Director General, Bureau of Public Service Reforms, Dr. Joe Abah has said that the Bureau of Public Service Reforms is working closely with the Office of the Head of Service of the Federation for performance enhancement training across all strata of the Civil Service.
He made this statement while presenting a paper titled “reforming the Reforms in the Public Sector in Nigeria” at the operational meeting of management staff of the Police Service Commission on 2nd of March, 2015.
While explaining the role and mandate of the bureau which is to initiate, coordinate, monitor and ensure full implementation of government reform policies and programmes, Dr. Abah spoke extensively on the compendium “review of reforms in Nigeria 1999 -2014” and highlighted the findings on each sector of the economy stating that the awareness of the public on the reforms of the Police force is 71% and the overall assessment of the Police force reforms at 67%.
He was quick to add that there was room for improvement as pointed out in the compendium. He informed the management that the compendium will soon be forwarded to the Federal Executive Council (FEC) for its information and further directive.
While answering questions on the assessment tools used to assess sectorial reforms, Dr. Abah said the mandate of every agency and their corresponding output was a major assessment tool the bureau used in the compilation.
Speaking further, he said that the performance management system yet to be introduced in the Civil Service is being carefully considered bearing in mind every indices that come to play so as to have a workable Performance Management System. He said part of the efforts include the introduction of compulsory performance enhancement training for all Civil Servants aimed at achieving the overall vision of the National Strategy on Public Service Reforms (NSPSR) document which is to have a world class Public Service by the year, 2025.
He concluded by informing the management of the Police Service Commission that the NSPSR document will be forwarded to FEC also for consideration and approval.
Amidst standing ovation and applause to the DG, the management of Police Service Commission thank him for a well enlightened lecture, they beckoned on the DG for further assistance as the need may arise on the reform in the Police force.

As part of the Bureau of Public Service Reforms’ (BPSR) broader function of conducting research on reform implementation efforts and presenting “best models”, the Bureau is organizing a Lunch Time Reform Seminar on “The Challenges of Public Procurement in Nigeria”. The Seminar will provide a forum for active exchange of innovative ideas, knowledge and practice. It will also address specific reform issues and share experiences with a view to impacting knowledge and broadening the understanding of participants on some key reform areas. Lessons learnt from the seminar series will help to enrich the debate about the future of the Nigerian Public Service and its role in the delivery of the Transformation Agenda of President Goodluck Jonathan.

The Head of the Civil Service of the Federation Mr. Danladi Kifasi is fully committed to the implementation of the Integrated Personnel Payroll Information System (IPPIS) and arrangements have been concluded to launch the Human Resources Module platform of the scheme for the Federal Public Service by 2015.
The outgoing Permanent Secretary Career Management Office in the Office of the Head of the Civil Service of the Federation, Alhaji Mohammed Abass disclosed this today in his office in Abuja during the handing over ceremony.
The module he said when fully launched, would not only help the Federal Government to determine the actual number of personnel and workers in the Federal Public Service but also in the Federal Government’s payroll under the IPPIS Platform.
He said that the IPPIS Human Resources platform would also help in determining the entry and exit of staff in the Federal Civil Service.
Alhaji Abass who thanked the entire staff of the Office of the Head of the Civil Service of the Federation for the support accorded him during his tenure also pledge that staff extends same to his successors. He however advised the incoming Permanent Secretaries in the Office of the Head of the Civil Service of the Federation to take their time and study his handing over notes which he said, contained significant information that would assist them in the smooth running of their respective offices.
Responding, the incoming Permanent Secretary Career Management Office Ambassador Bulus Lolo and the Permanent Secretary (Special Duties) Dr. Amina Mohammed Shamaki solicited the unalloyed support and corporation of staff of the Office of the Head of the Civil Service of the Federation, to enable them succeed.
They stressed the importance of discipline, commitment and diligence to duty, saying that their tenure would not tolerate negative attitude to work, but rather healthy and social partnership with workers in pursuit of the ongoing reforms in the Federal Civil Service and towards the realization of the Transformation Agenda of the Federal Government.
