The Director General of the Bureau of Public Service Reforms, Dr.Joe Abah has presented the new Performance Management System (PMS) that will replace the old Annual Performance Evaluation Report (APER) currently being used in the Public Service. The new PMS is based on the Balanced Scorecard System and covers both organizational and individual performance.

The management of Learning, Evidencing and Advocacy Pillars (LEAP), the inheritors of the old FEPAR programme on Wednesday April 20 2016 paid a courtesy call on the Director General of the Bureau of Public Service Reforms Dr. Joe Abah in his office in Abuja. The delegation led by the team leader, Mr. Sam Unom, technical adviser William Kingsmill, and programme officers Anna Paterson and Vikki Chambers solicited the coorperation of Dr. Abah as they embark on the journey of collaboration with the Public Service.

The Director General of Bureau of Public Service Reforms (BPSR), Dr Joe Abah, has briefed Chief Executive officers (CEOs) of various Agencies and Parastatals in the country on the state of reforms in the Public Service, particularly in the light of recent merging of some Ministries from hitherto 42 Ministries to 24, as part of the cost cutting measures of the Buhari’s Administration.

The Steering Committee on Reforms chaired by the Secretary to the Government of the Federation has led to the development of a 10-year strategy for reforming Nigeria’s Public Service. The strategy is founded on four pillars each led by a named Agency. They are Improving the Governance and Institutional Environment led by the Office of the Secretary to the Government of the Federation; Improving the Socio-Economic Environment led by the Ministry of Budget and National Planning; Improving Public Financial Management led by the Ministry of Finance; and Improving Civil Service Administration led by the Office of the Head of the Civil Service.

The Bureau of Public Service Reforms has developed a guide on “How to Manage and Reform Government Agencies and Parastatals”.

The document provides practical guidance to Chief Executives of Agencies and Parastatals on best practice in managing Government establishments. It covers issues such as managing Boards, Procurement, Human Resource Management, Financial Management, Service Delivery and Change Management.
