BPSR Presents GovTec Award to Ojodu LCDA Chairman, Hon. David Olusegun Odunmbaku

The Bureau of Public Service Reforms (BPSR) has officially presented the Digital Local Government Chairman of the Year Award to Hon. David Olusegun Odunmbaku, Executive Chairman of Ojodu Local Council Development Area (LCDA), Lagos State. The ceremony, held at the BPSR Conference Hall on Wednesday in Abuja, recognized outstanding digital innovation and technology-driven governance at the grassroots level.
Delivering his welcome remarks, the Director-General of BPSR, Mr. Dasuki I. Arabi, FCIPM, FICA, FIIM, described the GovTec initiative as one of the Bureau’s flagship programmes designed to deepen public service delivery by leveraging emerging technologies. He noted that the scheme aligns with the National Strategy for Public Service Reforms (NSPSR), the Federal Government’s e-Government Masterplan, and President Bola Ahmed Tinubu’s Renewed Hope Agenda, which prioritizes industrialization, digitalization, innovation, and youth empowerment.
Mr. Arabi emphasized that the transformative power of technology, ranging from artificial intelligence to blockchain, digital infrastructure, and data analytics, provides fresh opportunities for efficient governance, inclusive economic growth, and community upliftment.
He commended Ojodu LCDA for emerging as the Best Digital Local Government Council for 2025, describing the recognition as a direct outcome of its bold investment in digital literacy, youth training, and technology-based community development initiatives.
The DG noted that projects such as the TCK/Ojodu Tech Storm for primary school pupils, and the council’s six-month digital skills training programme covering robotics, AI, cloud computing, and cybersecurity, have significantly reduced unemployment and prepared young people for Nigeria’s fast-evolving digital economy. These programmes, he said, also enrich the educational ecosystem and address critical skills gaps affecting youth productivity and employability.
Mr. Arabi reaffirmed that BPSR will continue to identify, support, and celebrate reform champions across all levels of government, stressing that meaningful reforms must cascade from national frameworks to sub-national institutions in order to deliver sustainable impact.
Citation: Hon. David Olusegun Odunmbaku was born into the family of Cardinal James Omolaja Odunmbaku of Egba origin and Mrs. Racheal Olukunbi Odunmbaku (née Ibikunle) of Ipodo Village in Ikeja Local Government Area of Lagos State. A politician, business strategist, systems analyst, and farmer, he has devoted his career to improving health, education, youth development, and women empowerment under the HEYS Agenda of Ojodu LCDA.
He is known for his enthusiasm, innovation, strong motivation, and dedication to building a productive work environment. He is result-oriented, an excellent team player, and highly proficient in communication, project management, and ICT tools for data management.
Professional Competencies: Over 10 years of core experience in Information Technology and Project Management. Proven ability to manage a diverse workforce and inspire high performance in demanding operational environments.
Strong grasp of professional ethics with flexible but principled policy interpretation. Skilled in staff training, capacity building, service delivery optimization, and process re-engineering. Excellent communication and presentation skills across oral, written, and electronic formats.

In his response, Hon. Odunmbaku expressed gratitude for the recognition and underscored the importance of prioritizing young people, noting that they represent about 70% of Nigeria’s population. He explained that the communication gap between government and citizens persists because many young people now consume information instantly through digital platforms, often from sources that spread misinformation.
He highlighted the council’s recent graduation of 62 youths from its digital training programme, as well as the specialised training of another group in solar power technology, which he described as part of the new frontier of sustainable energy skills.
He added that Ojodu LCDA is also empowering artisans and market women in line with President Tinubu’s Renewed Hope Agenda. Hon. Odunmbaku appealed for further support in acquiring digital equipment to scale up these initiatives and expressed deep appreciation to the BPSR team for the honour.
