Due to continuing decrease in revenue accruing to Government from Oil and the urgent need to invest more in Capital Projects rather than Recurrent Expenditure in the implementation of yearly Budget, the Federal Ministry of Finance has established an Efficiency Unit(E-Unit), to enable it achieve a better cost structure for the government and derive maximum value for money spent.
At the Lunch Time Seminar on Thursday 30th June 2016 with Directors of Procurement, Reform Coordination and Finance and Accounts from various Ministries held in the Auditorium of the Federal Ministry of Finance in Abuja, the Head of the E-Unit Patience Oniha said mandate of the Efficiency Unit was to generate savings from the procurement process using the government‘s large buying power and reduce costs through administrative tools and other measures.
While explaining further on steps taken by the E-Unit to achieve its mandate, Oniha stated that it has reviewed the cost structure and expenditure pattern of the government in fine details, proposed strategies and was already implementing some in collaboration with stakeholders.
She said that after reviewing Government overhead expenditure for 2012-2014 and studied the activities of similar offices in other countries, the E-Unit has developed strategies that would help the government to be more prudent in the management of overhead Expenditure.
According to Head of Efficiency Unit part of the strategies is to use Government’s large purchasing power to negotiate favourable terms from suppliers, increase transparency through introduction of price Guide lines and secured Discounts ranging from 7% to 50% from 19 Airlines , 12 of them Foreign, adding that implementation is going on.
