DFID-FEPAR Programme

The UK FEPAR Programme is design to improve structures, systems, and capacity for public service delivery. It is aimed at supporting the implementation of Civil Service Administration and Reform component of the National Strategy on Public Service Reform (NSPSR).

 BPSR is part of the governance structure for revitalizing and strengthening the OHCSF under the DFID FEPAR project, a Change Management Committee (CMC) which was set up by the Head of the Civil Service of the Federation with representation from the 6 Offices of OHCSF has been inaugurated to support, provide direction, coordinate and champion change in OHCSF.

BPSR doubles as member and Secretary of the Committee. A Change Implementation Team has also been inaugurated to champion the Institutional Strengthening and support the OHCSF Change Management Committee and the FEPAR team on various aspects of their work and, in doing so, learn lessons from the experience.

The institutional strengthening of the OHCSF kicked off with a situational evaluation of the 6 offices of the OHCSF. The analysis covered issues of mandate, structure, functions, and effectiveness with respect to service delivery by the OHCSF.

BPSR is also part of the Institutional Strengthening Team; the Governance Structure of the Ministry of Lands, Housing and Urban Development for the DFID sponsored Institutional Strengthening Programme under its FEPAR Programme. The programme is for the effective development and implementation of a Change Plan to improve service delivery in the Ministry of Lands, Housing and Urban Development.
