The Right To Know (R2K), Nigeria is a dynamic organisation established in 2007 to champion the right to access officially held information at all levels of government public institutions and establishing legal standards for these rights in Nigeria.
The legal affirmation of this right is a necessary pre-condition for the establishment of open and democratic government in Nigeria.
Acknowledging that sovereignty everywhere belongs to the people, R2K advocates for the transformation of the existing culture of secrecy in government to one of openness because the people have a right to know what their government does.
R2K seeks to build a movement in support of open and democratic government in Nigeria from divers sectors including, youth groups, organised labour, faith-based groups, market women, communities, government institutions, and professional bodies in whose name government claims legitimacy and who active participation is, therefore needed to hold government accountable.
In 2006 the Federal Government received a credit from the International Development Association towards the implementation of the Economic Reforms and Governance Project (ERGP).
The ERGP has four broad areas of support: viz:
As one of the implementing agencies under the pilot civil service administrative reforms, the Bureau is overseeing the management of some aspects of the credit for six main activities.
These are as follows:
1. The 10th European Development Fund (EDF) is providing the Federal Government with a grant of Euro 20 million to specifically support the second phase implementation of the National Strategy for Public Service Reforms (NSPSR) particularly in the areas of governance, institutional strengthening and efficient civil service administration reform over a period of three years from 2012-2015. The project is titled “European Union Support to the Federal Government Reform Programme” (EU-SUFEGOR).
2. The National Planning Commission engaged a consultant in 2011 to work with the BPSR in the formulation of the support to the FG Reform programme. The draft Final Report on the “Formulation of support to FGN Reform in Nigeria under the 10th EDF’’ was validated by the NBS, FIRS, NPC, OHCSF and BPSR.
3. The EU-SUFEGOR project is designed to support the five afore-mentioned (5) MDAs in the Federal Public Service by strengthening their capacity in the areas of policy coordination, planning and development, revenue generation, record and financial management, performance monitoring and development of statistics. This will be actualized through the carried agreed work plan that would be developed by the BPSR in collaboration with the National Planning Commission (NPC) and Technical Assistance Team (TAT).
The UK FEPAR Programme is design to improve structures, systems, and capacity for public service delivery. It is aimed at supporting the implementation of Civil Service Administration and Reform component of the National Strategy on Public Service Reform (NSPSR).
