The Bureau of Public Service Reforms (BPSR), in collaboration with the Centre for Fiscal Transparency and Public Integrity (CeFTPI) and the Centre for Climate Action, Innovation, and Engagement (CCAINE), successfully hosted the Stakeholders’ Workshop on Climate Action Index (CAI) on February 26, 2025, at the Federal Ministry of Finance Conference Room, Abuja.
In his keynote address, Mr. Dasuki I. Arabi, Director-General of BPSR, emphasized the CAI as a tool to assess, track, and rank subnational climate efforts. He reiterated Nigeria’s commitment to the Paris Agreement and the Climate Change Act of 2021, highlighting the nation’s goal of a 20% reduction in greenhouse gas emissions by 2030 and a net-zero target by 2060.
Dr. Umar Yakubu, Executive Director of CeFTPI, delivered the opening remarks, underscoring the role of fiscal transparency in strengthening climate action. Goodwill messages were presented by Dr. Abel Owotemu, Board Chairman of the Centre for Climate Action and Environment (CCAE), and Prof. Muhd Taofeek, who joined virtually from Saudi Arabia, both stressing the urgency of collaborative climate efforts.
A key session featured Mr. Aaron John, Executive Director of CCAINE, who presented the CAI framework, methodology, and its impact in supporting subnational governments in meeting climate commitments. Prof. Freedom Onuoha from the University of Nigeria, Nsukka, provided an expert review of the CAI’s effectiveness in measuring climate performance across states.
The workshop focused on key objectives, including:
Enhancing Climate Action through standardized assessment for improved monitoring and accountability.
Encouraging Sustainable Technologies to achieve a 45% emissions reduction by 2030.
Developing Localized Climate Resilience Plans to support vulnerable regions.
Fostering Collaboration among government, civil society, and the private sector to drive climate action.
The workshop aligns with the Renewed Hope Agenda of the current administration, reinforcing its commitment to climate change mitigation and environmental sustainability. Civil society organizations commended the collaboration, recognizing it as a step towards inclusive governance in line with the Open Government Partnership (OGP).
The event concluded with a call for active participation from all stakeholders to ensure the Climate Action Index drives measurable progress in Nigeria’s climate agenda.
