The Director-General, Bureau of Public Service Reforms, (BPSR) Dr. Joe Abah is championing a focus on the reform activities of  Agencies and Parastatals since they impact more directly on the citizenry rather than the Ministries which hitherto had been the case.

Dr. Abah stated this at the presentation of Self-Assessment Tool (SAT) to Nigeria Extractive Industries Transparency Initiative (NEITI) Management Team on Wednesday, 10th, August, 2016 in Abuja. He said the reforms are all about making life better for the citizenry which Agencies and Parastatals are better at doing since they are closer to the people.
Furthermore, he said that the need to ensure that Agencies and Parastatals work better midwifed the birth of the blueprint on: “How to Reform Agencies and Parastatals” which embodies the SAT. According to him, SAT contains 117 questions geared towards internal self-assessment and self-diagnostic review. This will enable agencies and parastatals to work on areas of identified weaknesses, improve upon its strength and fill identified needs gap. SAT is a tool that gives organisations opportunity to examine itself, improve on itself. It is a call to institutional review. The Director-General also demonstrated how SAT woks to the NEITI Management Team. He assured them that the outcome of the test would be uploaded on BPSR website.
Responding, the Executive Secretary, NEITI, Mr. Waziri Adio thanked the Director-General for a job well done, the excellent delivery and for giving time, energy and resources in putting together the Self-Assessment Tool (SAT). Mr. Adio expressed surprise at the depth of research carried out in the development of SAT, describing it systematic and methological. He praised the Director-General for restoring hope in the system, adding that one interesting thing about the tool was the fact that the best practices were found and taken within Nigeria environment as opposed to foreign best international practices. He assured BPSR that the tool will be effectively utilized.
